84PTE PROJECT
The aim of the EFP/TB-RPG project is the technological transfer of the product resulting from the research activity "Reactive Strike in Tandem EFP/TB" from the Technical Military Academy "Ferdinand I" to the industrial partner CN ROMARM. The Tandem Reactive Strike is a munition consisting of two combat components, an EFP (Explosively Formed Penetrator) and a TB (thermobaric). The internal organisation of this munition is innovative because, starting from the classic tandem munition that puts together two cumulative armour-piercing effects, the EFP/TB munition combines the two types of action, EFP and TB in order to increase the thermobaric effect on the target by armour-piercing it and operating the thermobaric composition as far as possible inside the target (combat machine, enclosure, etc.). In 2020, within the framework of a research project of the Internal Research and Development Plan of "ATM FI", the research prototype of the shot was successfully developed and tested. Component execution and testing activities were carried out together with S CARFIL S.A., a subsidiary of CN ROMARM, under a service contract. As a next step in the development of this product, the present project proposes the manufacturing of the shot at the level of industrial prototype of small series by CN ROMARM, through the realization of a pilot plant, allowing the execution of the shot with higher productivity, reduced cost price and at a higher quality level. The industrial prototype batch will go through the testing-evaluation stage, and the development stage with a view to product homologation. At the same time, members of the project will participate in conferences and/or national and/or international technical-scientific events, round tables, symposia, workshops and a web page with relevant information about the project will be created. Patents will be filed for the thermobaric mixture and the internal organisation of the ammunition.

The results obtained in the project have a consistent impact internally within the consortium, i.e. the results obtained in the experimental research, the manufacturing technology and the manufacturing infrastructure developed in the project. The product itself is a result with a high significant impact, being a modern product in the trends of equipping armies.
We consider that due to the current geopolitical context, the impact achieved by the CO's ability to produce and deliver tandem reactive, EFP/TB with high market potential to foreign markets is significant, given that this range of high-performance munitions can be manufactured in a limited number of countries.
The main results obtained within the 84 PTE_ Reactive EFP/TB project were:
► Technical-scientific substantiation of the technical and innovative solutions for the design, elaboration, and realization of the preliminary research prototype of "Reactive Tandem EFP/TB Reactive Tandem Shot" by applying innovative integrated technology in the laboratory phase, given the technological transfer to the economic operator.
► Production of the product "EFP/TB reactive tandem EFP/TB reactive strike" at industrial prototype level.
► Validation of the industrial prototype batch by testing it under real operating conditions and verifying its functionality given homologation.
The aforementioned permitted:
♦ Analysis of the integrated manufacturing technology of the research prototype "EFP/TB reactive tandem EFP/TB reactive strike" in view of the industrial prototype manufacturing and its technology transfer.
♦ Investigations on the execution of the industrial prototype batch "EFP/TB tandem reactive EFP/TB reactive hit" with optimized performance.
♦ Execution of inert metal components for the EFP/TB tandem reactive grenade (bodies, sheaths, cups, shells, caps, lids, lenses for perforating effect).
♦ Realization of a pilot plant for the synthesis and loading of thermobaric energetic binder based composition (TEGDN);
♦Sinteza amestecului termobaric solid pe bază de liant energetic (TEGDN);
♦Asamblarea componentelor produsului „Lovitură reactivă în tandem EFP/TB”;
♦ Tehnologie integrată de realizare a loviturii reactive în tandem EFP/TB pentru realizarea lotului prototip;

Cercetările experimentale desfăşurate în cadrul proiectului 84PTE au permis elaborarea şi depunerea unei Cereri de Brevet de invenţie nr. A/00796/05.12.2023 – Compoziţii termobarice folosite în muniţiile reactive şi procedeu de obţinere a acestora – elaborată de un colectiv de specialisti ai CO_CN ROMARM SA si ai ATM_P1.
♦Elaborare plan de testare și evaluare de dezvoltare;
♦Elaborare program de testare a lotului prototip industrial și caracterizarea sistemului de neutralizare din punct de vedere al performantelor și siguranței in exploatare;
♦Caracterizare lot prototip – buletine de analiza și caracterizare;
♦Elaborare Raport de Testare Evaluare de Dezvoltare;
♦Elaborarea documentației tehnice (memoriu tehnic) pentru omologarea lotului prototip industrial și a tehnologiei de fabricație industriala;
♦Comunicări și/sau prin participări la manifestări tehnico-științifice naționale și/sau internaționale, mese rotunde, simpozioane, workshopuri, pe tematica proiectului, etc;
♦Finalizarea paginii WEB a proiectului;
Este de remarcat eficienţa rezultatelor obţinute prin derularea acestui proiect sub auspiciile UEFISCDI în cadrul PNCDI-II/2019, Programul P.2“Creșterea competitivității economiei românești prin CDI” Subprogramul 2.1. “Competitivitate prin cercetare, dezvoltare si inovare” – Proiect de transfer tehnologic la beneficiarul industrial – finanţarea proiectului din fonduri de cercetare naţionalã a permis transferul documentaţiei tehnice şi constructivă de la partenerul MApN cãtre Compania Naţionalã ROMARM SA pentru realizarea la beneficiarul industrial S. UM Mija SA – filialã a CN ROMARM, al acestui produs, care va putea fi produs în ţară şi livrat la export de coordonatorul proiectului CN ROMARM.
În afara obligaţiilor contractuale asumate de CO şi P1 cu UEFISCDI, au fost validate toate etapele privind omologarea produsului cu beneficiarii structurilor de apărare ai MApN, fiind constituită Comisia de omologare la nivelul DEPARTAMENTULUI PENTRU ARMAMENTE a MINISTERULUI APĂRĂRII NAȚIONALE şi dosarul de omologare al produsului “„LOVITURĂ REACTIVĂ ÎN TANDEM EFP/TB PENTRU LANSATOARE PORTATIVE”, compus din:
– Raportul de Testare și Evaluare de Dezvoltare;
– Auditul Configuraţiei Funcţionale;
– Analiza Omologării Oficiale;
omologarea fiind efectuată în afara obligaţiilor contractuale asumate de CO şi P1 cu UEFISCDI.
