59 PTE PROJECT – CHIMERA 2020

The aim of the project is to develop the industrial manufacturing capacity of thermal countermeasure (FLARE) munitions through technology transfer and know-how from the Scientific Research Centre for CBRN Defence and Ecology (Partner 1) to CN Romarm SA (Coordinator), one of the largest defence companies in Eastern Europe, which will ensure the implementation of this project within a subsidiary of CN ROMARM SA. The ROMARM subsidiary is specialized in the manufacture, development and subsequent homologation of this type of military equipment - Plopeni Mechanical Plant, in order to ensure the requirements of the Romanian Air Force (training, stock), as well as for external beneficiaries.

59 PTE PROJECT – CHIMERA 2021

The project aims to develop a technology for the industrial production of thermal countermeasure munitions for use by Air Force combat aircraft. This project aims to develop the composition of the thermal countermeasure and priming pyrotechnic composition, the production of mechanical elements such as the cartridge tube, the electrical ignition and discharge cap casing, the ejector piston and its components. The aim is to improve performance by replacing magnesium in the composition with magnesium in order to increase the radiative intensity and the rate of combustion, introducing polyurethane as a binder, which, due to its properties, provides mechanical resistance and resistance to the thermal and oxidative factors to which ammunition is subjected in long-term storage conditions, and using hexamine as a fuel due to its high nitrogen content and high energy density, as well as due to its entirely gaseous reaction products. The development of a new thermal countermeasure requires the characterization of the combustion temperature and its signature in the infrared spectrum, its burning time and the ejection velocity of the pyrotechnic caliber. A high-density polyethylene ejector plunger injection molding line and a pyrotechnic cup molding plant using the semi-liquid pressing process will be developed.

75 PTE PROJECT

Common propulsion systems such as unguided systems, which are strictly necessary for any army, include portable grenade launchers, rockets, multiple rocket launchers on vehicles, rocket launchers on aircraft and boats. The aim of this project is to recreate a vital capability of the national defence industry by transferring an innovative composite rocket fuel technology from academia and research to industrial partner C.N. ROMARM S.A.. The industrial prototype development of this new rocket fuel manufacturing technology involves the use of an affordable oxidant with low sensitivity and minimal environmental impact, as well as energy binder systems that can also incorporate materials obtained by recycling PET. These new propellants perform at least as well as dual-based powders (based on cellulose nitrates and glycerol trinitrate), while having low sensitivity and low environmental impact. The composite solid fuel will have dual applicability and can be used nationally and in civil propulsive applications, including the national anti-hail rocket atmospheric intervention system (made by ROMARM SA), which currently uses obsolete, polluting, imported fuels.
The academic and research consortium that developed and validated the experimental model and that will assist ROMARM SA in the development of this technology is composed of prestigious institutions with long experience in research and development of military technology and advanced materials: the Ferdinand I Military Technical Academy, the CBRN and Ecology Defence Research and Innovation Centre and the National Research and Development Institute for Chemistry and Petrochemistry.

The project's first stage consists of analyzing the laboratory technology and transferring knowledge to the economic partner to design and execute the pilot plant for the manufacturing of the prototype.

79PTE PROJECT

The aim of the TearCloud project is to develop the manufacturing capacity, at industrial level, of a low toxicity tear-irritant ammunition to combat public disorder, through technological transfer from the Research and Innovation Centre for CBRN Defense and Ecology (P1) to the economic operator C.N.ROMARM S.A. (CO), in order to provide the necessary equipment for the structures of the national system of defense, public order and national security (SNAOPSN), as well as for external beneficiaries.
The low-toxicity irritant-lachrymatory ammunition to combat public disorder will be based on a composition of irritant-lachrymatory agents, less dangerous and much more effective than those currently on the market, with significant rapid recovery, no permanent injuries and greater safety in use.
Thus, the low-toxicity tear-irritant ammunition, in the form of a hand grenade with special effects, is intended to be used by law enforcement agencies and to offer decision-makers the possibility of using the product as an alternative solution to conflict situations where the use of lethal weapons is inappropriate, i.e. missions to combat public disorder, actions to prevent and combat terrorism or training activities for all-weapon fighters to carry out rapid combat actions.
The Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction excluded irritants from the category of chemical weapons, grouping them under the heading of substances for the control of disorder. Thus, the use of irritants is allowed only for the purpose of combating public disorder and not as a method of warfare.
In this context, non-lethal technologies can become ideal means to control public disorder.

84PTE PROJECT

The aim of the EFP/TB-RPG project is the technological transfer of the product resulting from the research activity "Reactive Strike in Tandem EFP/TB" from the Technical Military Academy "Ferdinand I" to the industrial partner CN ROMARM. The Tandem Reactive Strike is a munition consisting of two combat components, an EFP (Explosively Formed Penetrator) and a TB (thermobaric). The internal organisation of this munition is innovative because, starting from the classic tandem munition that puts together two cumulative armour-piercing effects, the EFP/TB munition combines the two types of action, EFP and TB in order to increase the thermobaric effect on the target by armour-piercing it and operating the thermobaric composition as far as possible inside the target (combat machine, enclosure, etc.). In 2020, within the framework of a research project of the Internal Research and Development Plan of "ATM FI", the research prototype of the shot was successfully developed and tested. Component execution and testing activities were carried out together with S CARFIL S.A., a subsidiary of CN ROMARM, under a service contract. As a next step in the development of this product, the present project proposes the manufacturing of the shot at the level of industrial prototype of small series by CN ROMARM, through the realization of a pilot plant, allowing the execution of the shot with higher productivity, reduced cost price and at a higher quality level. The industrial prototype batch will go through the testing-evaluation stage, and the development stage with a view to product homologation. At the same time, members of the project will participate in conferences and/or national and/or international technical-scientific events, round tables, symposia, workshops and a web page with relevant information about the project will be created. Patents will be filed for the thermobaric mixture and the internal organisation of the ammunition.
